Retired 4th Circuit Court of Appeal Chief Judge Joan Bernard Armstrong, 77, died Saturday, June 9, 2018. She earned her BA degree from Xavier University and her JD from Loyola University in 1967, becoming the College of Law’s first female African-American graduate. She was appointed by Governor Edwin Edwards to the Orleans Juvenile Court bench in 1974, becoming the state’s first African-American female judge. After 10 years on the Juvenile Court bench, Armstrong was elected unopposed to the 4th Circuit Court of Appeal. She became the court’s chief judge in 2003 and served there until her retirement in 2011.
