Retired 5th Circuit Court of Appeal Judge Clarence Elburn McManus, 82, died Thursday, September 22, 2016. He earned his bachelor’s and juris doctor degrees from Tulane University in 1958 and 1961. He began his career in a private civil practice while serving as Assistant District Attorney in Jefferson Parish. He was elected unopposed to the 24th JDC in 1982 and became Chief Judge in 1990. In 2000 he was elected to the Louisiana 5th Circuit Court of Appeal where he served until his retirement in 2012.
