Const. art. I, Section V. Plaintiffs' appeal of the remaining constitutional issues is hereby transferred to the Court of Appeal, Fourth Circuit, for consideration under its appellate jurisdiction. </p><p><a href="/opinions/2002/01ca2106.pfc.pdf">CALOGERO, C.J., concurs in part, dissent in part </a>and assigns reasons.<br />KNOLL, J., recused. </p><p> </p><p> </p></div>
