Born in Ouachita City, Louisiana, 1881 • Tulane Law School, L.L.B, 1906 • Private practice in Monroe, Louisiana, 1906–1912 • Began his judicial career in 1912 • A life-long Democrat, he was appointed to the Federal Bench by President Calvin Coolidge, a Republican, in 1924 • As a federal jurist he is known for two important cases, Palmer vs. Bender, a landmark decision in tax litigation involving mineral rights and the famous 1927 Ford Motor Company Stock Valuation case • Dawkins assumed senior status in 1953 and continued in that role until his death on August 22, 1966
